Vintage photo taken in November 1938 of a curious crowd watching as the first nickel is inserted into newly installed parking meters in Washington DC. The man inserting the coin is Melvin Hazen, President of the Board of Commissioners of the District of Columbia (a position he held from 1933 - 1941). Parking meters were a novelty at the time and had just been installed on a trial basis - the fee was five cents per hour with no extension for more nickels. Photo by Harris & Ewing.
