The inspector says that he has found large quantities of cigars and cigarettes in Caimanera and other places which are without the internal revenue stamps required by law. The inspector re- ported that when he inquired about the source of the contraband tobacco he was informed that it was for the naval station at Guantanamo. He intimates that Havana factories are sending cigars to Oriente without the internal revenue stamps, claim- ing that they are for export because they are for the naval station, but that they are disposed of outside of the naval station grounds to the injury of Cuba's revenues. The Treasury Department has ordered the books of Havana factories to be in- spected to see what shipments thej^ have made to Oriente and if there has been any intent on their part to defraud.
