Daniel Gambis, French astronomer at the Paris Observatory and director at the International Earth Rotation and Reference Systems Service (IERS). This body is responsible for the addition of leap seconds to UTC (Coordinated Universal Time). These occasional adjustments keep UTC close to the mean solar time, or UT1.
