New first deputy Comptroller of the Currency. Washington, , Oct. 1. Secretary of the Treasury Henry Morgenthau today appointed his special assistant, Cyril B. Upham, as first deputy comptroller of the Treasury. Upham succeeds Marshall R. Diggs, who has been acting comptroller since the resignation of JFT O'Connor, the resignation of Diggs and Deputy Comptroller Oppegard were requested by the Sec. of the Treasury last Thursday, Upham, seems to quite Happy about the whole affair, 10/1/38
