The House of Commons and Senate Chamber are inthe central part of the city, and are quite ordinary inoutside appearance, and rather old buildings, but thejudicial, navy, army and treasury departments are all finenew stone structures, evidently up to date in all these public buildings are near the palace grounds, andin this part of the city, which has evidently been rebuiltduring recent years, the streets are about one hundred feetwide, well paved, and look like a modern city. TheImperial Hotel is located near these public buildings and isthe best in Tokvo, although the Metropole Hotel is said to 171. be abont as good, and both are managed by the samecompany. There is an electric tramway in Tokyo, and it does agreat business; cars crowded Hke they are in our largecities; fare four sen, equal to two cents, and is a goodpaying investment at that. They are now building anelevated tramway through the central part of the city,carried on massive brick arches—very expensive to build,but this is such a great city that anything of this kind willpay a profit. The most of the old part of the city isnarrow streets twenty to twenty-five feet wide, with onestory frame houses and open sewers on each side. Whilethey keep these streets well swept and sprinkled, yet theseopen sewers have a very bad odor, and I would thinkwould be very unhealthy. They sometimes have fires here,which destroy vast areas of their tinder-box houses, andwhen this occurs, in rebuilding the streets are laid outregular and wide; much of the city has already beenimproved in this way,
