Those years ended,the result was failure of the Confederacy to maintain itself, theloss of slavery to its States, surrender of the attempt to wrenchby force what reason could not win. REBUILDING.—This was a delicate and somewhat tedioustask. There was no standard by which to determine the relationof these seceded States to the National Union, now that theyhad failed to validate by force their ordinances of the Supreme Court furnished one in 1869, in the case ofTexas vs. White. It was held that the ordinances of secessionwere absolutely null, that the seceding States had no right tosecede, had never been out of the Union, could not get out ex-cept through successful rebellion.
