July that Congress sentout circulars announc-ing the Declaration; nottill the sixth that it ap-peared in a Philadelphianewspaper; and not tillthe eighth that it wasread by John Nixon inthe yard of Indepen-dence Hall. It was readfrom, an observatorythere erected by theAmerican PhilosophicalSociety, seven yearsbefore, to observe thetransit of Venus. The.
