(13) 196 History of Vermont 10. The New Government Organized.—Theelection was held and the legislature met according to ap-pointment. The new State was organized with ThomasChittenden as Governor, and with an able legislature andcouncil. The State was not formed in a time of peace norwith the acquiescence of all men.
