Shotwell, Columbia University Professor, witness before the Senate Committee on Foreign Affairs, today endorsed the Thomas Amendment of the Neutrality Act which would permit designation of the aggressor nations and application of economic pressure. He said, 'the time for the determination of policy is now; it should not be left for emergency legislation in the hour of crisis'
