Of necessity there sprang into existence tomeet this emergencj^ throughout the country in thedifferent states, civil or citizen organizations orauxiliar^^ bodies out of which grew, under promptand appropriate legislation in the various states,home guards or state guards, provisions being madeby the various state legislatures for the enlistment,organization and maintenance of such guards.
