Foster settled down tocivil life, he edited the Evansville Daily Journal, and in 1869was made postmaster of that first prominent political officewas the chairmanship of the staterepublican committee of Indianain 1872. In 1873 he was appoint-ed hj Gen. Grant to be ministerto Mexico. At the expiration ofGrants term of office, PresidentHayes reappointed him. He wentto Russia as minister in 1880, andheld that office until late in theyear of 1881, when he resignedand came home, owing to thepressure of urgent private busi-ness. In 1883 he was appointed minister for the thirdtime, on this occasion being sent to Spain. This nomi-nation was made by President Arthur. Since his re-turn from Spain, Mr. Poster has resumed his practicein Washington. In November, 1890, he was engagedas a special agent of the state department to assistthe president and Secretary Blaine in the negotiation. He applied himself assidu-ously to this -work, and was particularly with France, Germany, Austria and Spainand with all the South American countries, except-ing Venezuela and Colombia, were concluded withhis aid. Gen. Foster also rendered efficient aid toPresident Harrison in the Chilian affair, and in theconduct of negotiations in the Bering sea controver-sy, and was named as the agent to prepare and con-duct the case of the United States before the arbi-tration tribunal.
