Wells was first made a free borough in the reign of Henrythe Second, by the interest of Fitz-Joceline, its bishop : itafterwards received a charter from king John, by which itwas made a market town, and was raised into a city by queenElizabeth ; by whose charter, the corporation consists of amayor, recorder, seven masters, and sixteen common council-men.—The town hall stands over bishop Bubwiths hospital,which maintains thirty poor men and women ; and here are VOL.
