The Maryland Guard has had a partnership with Estonia since 1993 and has another partnership with Bosnia-Herzegovina that has been in place since 2003. In 2009 Gov. Martin O’Malley signed a memorandum of understanding to strengthen cultural and social relationships between the State of Maryland and Harju County, Estonia. Because of Maryland’s relationship with Estonia, Salisbury University is developing an academic program in collaboration with Tallinn University of Technology and University of Tartu in Estonia. The proposed program will allow SU students majoring in computer science, mathematics, or information systems to pursue a master’s degree in cyber security at TUT/UT.
