The project seeks to re-establish a town street edge whilst projecting a strong sense of civic presence for the local authority in Claremorris. A public foyer is fully glazed at ground floor along the street as an extension of the public realm. The sides and rear are fully glazed at first floor to the staff offices. The office glazing is north-facing to minimise solar gain, and turns the corner as a wrap-around back to the front where the local council meeting room is located. This public room is perched above the set-back which forms the public entrance court, as a beacon of transparency and local democracy. The detailing is of black cladding flush with the glass facade and black metal opening vents, based on a repeat modular dimension, unifying the four-sided building and contributing to an over-all sense of calm of the composition.
