"Lobnoye mesto (Russian: Лобное место) is a 13-meter-long stone platform situated on Red Square in Moscow in front of Saint Basil's Cathedral." Wiki entry Legend had it that this circular platform (with the smaller central stone circle shown) was a place of execution. This is not true: it was a place of speeches and religious ceremonies. It is now more a target practice for coin tossers (people seem to use it as a wishing well).
