these are Indian labourers working in an industry where coal , dust is one of the main raw and safety is totally ignored and as a result workers health deteriorates with time. The labourers have no choice but to work in poor conditions because their and their family's livelihood. The labourer being illiterates and ignorant of the labour laws they accept such working conditions.
