MOVE the adoptionof the following res-olutions: That, whereas, therailroads of theUnited States arenow confronted witha serious shortageof net revenue, and Whereas, the increased authority ofnational and state commissions has nar-rowed the field through which economiesmay be practiced until virtually the onlyflexible method left is by increasing thecapacity of the individual employes, andWhereas, the tendency against over-specialization is both logical and natural;and Whereas, the most important part ofeverything is the beginning and that,while the specialist may be needed toapply the remedy, any average individualcan see the disease; Now, therefore, be it resolved, by eachemploye of ever} railroad in the UnitedStates, that he appoint himself a commit-tee of one who, having eyes that see,will observe what is going on about him,report improper conditions, make sug-gestions as to improving the service, andin every other way consider the railroad
