He hadsuccessfully demonstrated this method ofconducting a penal institution duringhis four years as head of the State Re-formatory for Boys at lone, Cal. He wasgiven a years leave of absence from thatinstitution and went to New York atthe request of Mr. Osborne, who turnedover to Mr. Derrick his own salary aswarden. When Mr. Osborne resignedin October, Mr. Derrick became actingwarden and drew the wardens salarvfrom the state. The appointment ofWilliam H. Moyer as warden early inDecember created a new situation withrespect to the status of Mr.
