FOREWORD AMONG the numerous harsh lessons taught us by the greatwar, one which demands most careful consideration andtreatment is the large percentage of foreign born in ourpopulation, and their apparent misconception of what thiscountry is, what it stands for, and the travail endured in givingbirth to the ideals for which we entered the war. One may take any of the more than two-score distinct foreignnationalities which have come to this country during the pastfifty years, and at least seventy-five per cent of them arc asutterly unass imilated as when they landed on our shores. Andwe Americans are largely to blame. When I speak of two-score nationalities, my contention maybe questioned, but a brief consideration of post-war events inEurope will quickly disclose its accuracy.
