He was not the kind of youthto succumb to adverse circumstances, and by hardwork and close economy he managed to make hisway through Dickinson College, graduating in-1861. On leaving that institution he began thestudy of law with Hon. S. S. Dreher, and in 1863he was admitted to practice. .Previous to this hehad served a short time as county superintendentof schools, having been appointed to fill a vacancy,and he displayed so much ability in this positionthat in 1863 he was elected for the term of threeyears. In 1866 he was again elected, serving a fullterm, and in 1870 and 1872 he was elected to Con-o-ress on the Democratic ticket. After four years.
