There is, how-ever, much reason to fear that tliere wasguilty knowledge in. high and authoritativequarters on the part of the Sugar Trust, andthat there was lack of strong disposition onthe part of some of the high officials of theGovernment to demand a thorough probingof offenses which had begun to be rumoredif not quite proven. It seems probableenough that there will be a Congressionalinvestigation, and an opportunity for highofficials to make clear their attitude of un-hesitating vigor against law-breakers, if theirreputations have in any quarter been unjustlyassailed.
