Before entering upon hisnewspaper career he attended theUniversity of California for fonryears, his home being at Santa Bar-bara. Mr. Rainey has always beena firm believer in municipal owner-ship. He was active in the cam-paign for the original Geary streetmunicipal railway bonds and laterwas secretary of the Mayors Com-mittee of One Hundred, which suc-cessfully conducted the campaignfor the issuance of $3,300,000 in bonds for the extensions to theMunicipal Railway system which the administration is building- atthis time.
