Petty Officer 2nd Class Rogelio Garcia, Naval Mobile Construction Battalion 3 builder, secures a frame corner of rebar using safety wire to hold the two pieces in place. The frames are used to reinforce the concrete foundation of a bridge. The NMBC 3 detachment, ported in Hueneme, Calif., is currently deployed to Combined Joint Task Force - Horn of Africa, and is schedule to complete the bridge in January 2010. Garcia is a native of El Paso, Texas.
