Rhoads was born in Bellefonte, Pa.,August 23, 1868. He was graduated from Swarth-more College in 1888, and entered the service ofthe Railroad as Rodman in March, 1889. Mr. Rhoads was promoted to Assistant Super-visor on the Amboy Division January 1, 1897 he went to the Monongahela Division inthe same capacity, and in 1899 returned to theAmboy Division as Siiperrisor. He was madeSupervisor, New York Division, March 1, 1901. Mr. Rhoads was promoted to Division Engi-neer, Eastern and Susquehanna Divisions,on July1, 1905. In 1907 he was made Division Engineer,Philadelphia Terminal Division. He
