This is a New York State cartridge box, purchased for New York Soldiers in the Civil War by the state. A federal issued cartridge box would say US and not SNY as this one does. Soldiers carried 40 rounds of ammunition in each cartridge box. A Cartridge consisted of a charge of gunpowder with a bullet-shaped “Minie Ball (named for French Capt. Minie who designed it) wrapped in paper. The soldier bit of the end of the cartridge and poured the gunpowder into his muzzle loading rifle.
