These figures are quite remarkable, and indicate not only the vast increase in the volumeof business, but the increase in values, for while the number of transfers have increaaed five-fold theconsiderations have increased about fourteen-fold. The platting during the past eighteen months has gone on at a pretty lively rate, even if the timeshave been dull. There were fifty-one new additions offered to the Council during the year 1888, con-taining 3,493 lots. These new plats were for the most part a subdivision of previously plattedproperty. There have been few additions platted away 32 RESOURCES OF MINNESOTA. THE CITY GOVERNMENT. Minneapolis does all her voting once in two years, spring elections having been abolished bycharter amendments two years ago, and all voting for Municipal, County, State and National officialsconcentrated at the biennial election held on the second Tuesday in November of the even numberedyears. This gives the community political peace each alternate year, tends to greatly simplify thepolitical system and political issues, avoids the expense, the confusion and the business disturbanceincident to annual or semi-annual elections, encourages the average, well-meaning citizen to attend tohis political duties and familiarize himself with the questions to be passed upon, and the character ofthe candidates to be voted for, and dwarfs the importance, diminishes the pernicious activity, and largelydestroys the occupation of that su
