On the first page is a picture of the lobby ofthe House of Commons, a place where membersstroll about while waiting for a division, talkwith their friends, and meet any of their con-stituents vvho may happen to be in London anddesirous of an interview with their representa-tive. The House of Commons, which assembled onJanuary 12th to take the oath of allegiance, isthe eleventh House which the people haveelected since Queen Victoria ascended thethrone. The English system differs from ourown in this, that it is impossible to predict withcertainty when a new House will be the Constitution a House cannot existmore than seven years, but it may be dissolvedin one year, or at any time that the Queen, bythe advice of the Premier, decides.
