Tuttle, chief enginer of the board ofestimate and apportionment will have gen-eral supervision of the construction work. OBITUARYHenry F. Colvin. Henry F. Colvin, eminent railroad en-gineer and manufacturer, died at his homein Philadelphia, on August 4. He was. IIEXRV F. COLVIX born in Plainfield, Conn., July 6, 1838,and entered railroad service as a firemanon the Delaware, Lackawanna & Westernrailroad in 1856, and was promoted toengineer in 1859. In a few years he wascalled to the Rhode Island Locomotive Works in Providence, R. I., as an expertin testing new locomotives in service. Inthis work he was eminently successful,and became widely acquainted with theleading railroad men of his time. Amonghis intimate associates were M. N. Forney,John A. Hill, Angus Sinclair, D. , J. Snowden Bell and manyothers. Much of their literary work wassubmitted to Mr. Colvin for approval orcorrection. His memory was looked uponas almost uncanny in its unerring ac-curacy, and he became much .sought afteras an authority on the development ofthe locomotive. In 1876 he became identified with theRue Manufacturing Company of Phil-adelphia, makers of the Rue injectors, andin 1878 was made general manager of thecompany, rema
