Justin Lev, Civil Affairs Team 4902 team chief, Combined Joint Task Force - Horn of Africa, holds a bag for a villager to fill with a mixture of dirt, concrete and water during construction of the eco-dome here May 23. The workers put the mixture in donated burlap-like bags and placed barbed wire on top of each bag to grip it in place while the mixture hardened.
