In tlie exarniiiatiim of the sugariirodiKingqualities of various plants it secured the reputation otcarrying on fair, dispassionate and useful all entomological and botanical work it obtainedthe best scientific aid, and Congress manifested agrowing confidence in the department by increasingits appropriations from year to year, often beyond theestimates of the commissioner. Meanwhile the amount of work which Dr. Loringdid outside of the department was very large. Inmany of the States he delivered addresses on ques-tions relating to agriculture, and joined the boardsand associations in their deliberations for the benefitof tliat industry.
