To his Excellency George Stoneman, Governor of California: Sir: I have the honor to submit the following in reply to a circular letterfrom your Private Secretary, Col. J. J. Tobin, requesting me to send anysuggestions or recommendations relative to this office. The Precinct Registration and Election laws applicable to this city andcounty have hitherto been held in such general favor that—as has been thecustom of my predecessors—I have refrained from making any suggestionsof changes in the reports that I have made to the honorable Boarcl ofSuper\isors. Of late, however, the subject has been receiving considerable attentionfrom the Board of Freeholders, now preparing a charter for this city andcounty, as well as from a portion of the press, and
