Amongst the institutions of recent years formed forthe promotion of co-ojaeration in Russia, mention mustbe made of the Moscow Committee on Rural Loan-Savingand Industrial Societies, and the Petrograd branch ofthe same committee. In 1869 a Circle was formed for the study of the question CO-OPERATION IN RUSSIA. 115 of Small Credit, under the guidance of Prince latter proposed to a Congress of agriculturists, con-vened in 1870, a scheme for the organisation of RuralSaving and Trading Associations. In December of thatyear the Moscow Committee onfRural Loan-Saving and. Prince A. 1. !HT(HlKO\^ Industrial Societies was establislicd, and commencedoperations in November, 1871. One month later, thePetrograd branch of the committee was opened. Theorganisers of the committee, bedsides Prince Vassiltchikov, 11 CO-OPERATION IN RUSSIA. its chairman, were :—Yakovlev, Vereshtchagin, Khitrov,Liiginin. and others. The chief object of the conunitteewas to assist Loan and Savings Associations. At thattime only 13 such societies were in existence, formedone yeai previousl} by Prince Vassiltchikov. Taking asa model the Schultze-Delitch Co-operative Societiesexisting, in (Germany, and profiting by their own, thoughlimited experience, the members of the committeedrew up model rules for Loan and Savings Associationsin Russia, and thereby rendered a great service tothe Movement in the country.
