Commuters in New York arrive at Penn Station on the IRT subway line on Thursday, November 1, 2012. The Metropolitan Transportation Authority has instituted limited subway service with downtown lines ending at 34th or 42nd streets and Brooklyn lines connecting with shuttle buses in Downtown Brooklyn.
