Last year, a total of 54 shoplifters were caught removing merchandise from the Kaiserslautern Army Air Force Exchange Service without rendering payment. AAFES also has a Congressionally Mandated Program called, "Civil Recovery," which is a request for a $200 administrative fee paid by the shoplifter in addition to the cost of the stolen item.
