Havant Borough Council, Hampshire believe that by highlighting with the use of aerosoles droppings left by dogs of all sizes by such an eye-catching method they can start to eliminate a growing problem. Angry parents have been mounting a campaign for the council to act because owners are not being deterred by £75 fines or by the presence in some areas of CCTV. Dog owner and mother-of-two Zoe Jones, 28, said she had complained to the council about the mess left on pavements and in parks where her children played. She said:'' This is a brilliant idea. At last people will be able to see the mess left behind by irresponsible owners before they step in it. '' I cannot let my children play in the parks because owners have not cleaned up after their dogs. They can catch all kinds of diseases from this dog poo.'' Havant chief executive Sandy Hopkins said:'' There are a lot of people who walk their dogs and don't think it is their duty to clean up after them. '' The problem is that we have young children who play in the park and may pick up all kinds of infections. We also have business people who runs camps in the park. '' It is totally irresponsible of these owners and it has become a problem which required drastic action like this. '' We are spraying it pink to point out to people where it is and we are going to leave it there for a day or two so they are aware of how much of it there is.'' Natalie Meagher, services manager of Havant's Neighbourhood Quality organisation, said:'' By using paint we are underlining the problem. We hope it will encourage owners to pick the mess their dogs leave behind. Their self
