Kaiser Wilhelm II in tropical uniform

From the history of the Great war published in 1921. The caption implies he is dressing in Muslim dress & posing as the friend of the faithful. Although he had made statements about wanting to inflame the whole Mohammedan world against the British this section of the book relates to 1915, and the photo I believe (from his apparent age in the photo) dates to his visit in 1898 rather than his later 1917 visit. The so called "Mahomedan costume" referred to in the caption was simply his tropical helmet with the addition of a white cape.
