The general law thus became thefourth charter of the city, un-der which it is still working(1906), although almost imme-diately after its adoption itsinsufiticiency became utterly inadecjuate it wasfor the wants and needs of thegrowing mietropolis ma}- beseen from the mere fact thatthe original act, including thespecial assessment provisionswhich had been adopted by thecity two years before, contained179 sections.
