For this reason, therefore, the very markedincrease, not only in the actual expenditures for charity purposes, but inthe relation which the same bear to the total cost of municipal govern-ment, is significant. It is due, of course, to two principal causes, — theindustrial depression which threw large numbers of persons out of em-ployment during the year 1914, necessitating increased expenditures byoverseers of the poor, and the first effects of the operation of the widowspension act, so called.
