In 1902 the available money was not sufficient to constructover about one half, and accordingly a contract was made with Touhey of Sacramento for the construction of 4 miles, 1,010 feetof the eastern end for $14,000. During this year he worked over aboutS^ miles of the contracted length, but did not finish such account of severe storms, Mr. Touhey was compelled to withdrawfrom Mono County and wait until the following spring.
