Valuations were made by the Commission of the two existing plants and dis-tribution systems in the town, and negotiations completed whereby these utilitiesare to be taken over and operated by the municipality as a single system. Enablingand money by-laws were passed by large majorities on August 23, 1917, and con-struction was begun immediately.
