Regional Response 2009 is part of a continuing effort by the United States and its partners to improve interoperablity and strengthen relationships with partner militaries in theater-security operations and assist Azerbaijan with achieving its NATO interoperable objectives, as defined in its NATO individual-partnership action plan. In total, about 170 Utah National Guard Soldiers for 97th Troop Command, 1457th Engineer Battalion and 65th Fires Brigade participated alongside more than 300 Soldiers from the Azerbaijani Infantry and Peacekeeping Force Companies.
