The irri-gation enterprises, in a word, suffered fromlack of sufficient water storage for the ex-pansion of agricultural development. Theterritory embraced by the two districts is afruitful one. involving large tracts in thecounties of Stanislaus and San Joaquin and Melones reservoir as it looked December 18th, 1926. lying between the cities of Stockton andModesto. The gross irrigable area is givenas 145,258 acres and the area under irriga-tion 77,559 acres
