BREVET MAJOR-GENERAL JAMES W. McMILLAN, Brevet Major-General James W. McMillan organ-ized and commanded the Twenty-first Regiment of IndianaVolunteers in June, 1861. In August, [861, he was or-dered to report to General McClellan with his regiment,but on arrival at Baltimore, Maryland, he received ordersto report to General Dix, then in command at at once began the drill and discipline of his regiment,which was one of the best of the many splendid regimentsfurnished by the State of Indiana. In November, Governor Morton, who had been on anextensive tour of inspection of his regiments, said that theTwenty-first Regiment Indiana Volunteers was the bestdrilled volunteer regiment he had seen. In December,[861, Colonel McMillan, with his regiment, participatedin an expedition in the counties of Accomac and North-ampton, Virginia, where the regiment was conspicuousfor its discipline and marching.
