In recent years, the wide availability of battery-powered hand tools have rendered the San Diego Border Infrastructure System’s secondary barrier vulnerable to quick breaching. DHS’s FY 2018 Enacted Appropriations provided funding to replace 14 miles of this legacy pedestrian barrier with steel bollard wall.
