Arnhart was awarded the decoration by Admiral Harold Stark, commander of Naval forces in Europe "for meritorious service as commanding officer of a cutter in rescuing survivors off the coast of France on June 6, 1944." Arnhart's cutter, the citation reveals, "went alongside a landing ship tank in sinking condition, tied up to the stricken vessel, and the crew went aboard, rescuing 22 men from the wreckage, 19 of whom had to be removed on stretchers. The landing craft sank so quickly it was necessary to chop the mooring lines in order to keep the cutter from sinking with her." Attached to the citation from Admiral Stark were the personal congratulations of Rear Admiral L. T. Chalker and Commodore Scammell.
