Another year has passed under conditions created by the continental strugglein Europe following .the declaration of war in the first part of August, such conditions, and with very uncertain prospects from the labour market,it was not considered prudent to outline or propose for immediate constructionany of the larger schemes which have engaged the attention of the Commissioners,although several of them are most urgently needed. The estimates, therefore,upon capital account were reduced to very modest proportions, and not all of theitems for which authority was given were proceeded with. The largest singlework was the completion of the Niagara River Boulevard from the north limitof the Village of Bridgeburg to the ferry landing in Fort Erie. This work isreferred to more extensively under its proper 1916 PARK COMMISSION. 11 Queen Yictoeia Park. The military guard established in Queen Victoria Park shortly after thedeclaration of war has been continued and augmented during the year until postshave now been placed from the head works of the Ontario Power Company tothe Administration Building. The three bridges at Niagara Falls, Ontario, arealso guarded, while a strong picket has been posted at Queenston Heights, bothin the vicinity of Brocks Monument and on the bridge portal. The main encamp-ment in Queen Victoria Park has been located immediately north of Jolly Cutupon the old cricket crease, and materially curtails the area available for publicpicnic parties. During the Avinter months of 1915 the whole guard was billettedin the Administration Building necessitating a number of changes and consider-able expense.
