SAN DIEGO (June 29, 2018) Capt. Jeff Heames, director of operations and training at Naval Surface and Mine Warfighting Development Center (SMWDC), smiles as his sons affix captain's shoulder boards to his uniform during his promotion ceremony on board Naval Base San Diego. SMWDC is one of the Navy's five Warfighting Development Centers and its mission is to increase the lethality and tactical proficiency of the Surface Force across all domains.
