Legis-lative acts aside from war legislation provided for thecreation of a state tax commission, a state prison board,abolition of the contract system in the penitentiary, a state-wide mothers pension law, and a local tax levy for countyhospitals. X. P. Wilfley, of St. Louis, was appointed UnitedStates Senator in 1918 to fill temporarily the vacancy causedby the death of Senator Stone, who died on April 14, the November election of that year Judge Selden Missouri Politics. 1904-1922 203 Sptncer of St. Louis was elected to complete Senator Stones;em. Senator Spencer, who was a Republican, was a nativeof Pennsylvania. He had received a fine education and aftercoming to Misouri had held public office. He was re-elect-ed to the United States Senate in 1920. The 1918 electiongave the Republicans control of the House of Representa-tives in Missouri. They also elected the state superintendentof public schools. During the latter part of Governor Gardners term theMissouri presidential suffrage bill, giving Missouri womenthe right to vote, became a law on April 5, 1919. A fewmonths later, the Federal suffrage amendment was approvedby the Missouri Legislature. This ended a campaign forwoman suffrage which had begun in Missouri fifty yearsbefore.
