Hardy visitors in Bryant Park in New York on Tuesday, January 7, 2014 as the "polar vortex" arrives in the city bringing with it record cold temperatures as low as four degrees. Arctic cold air arrived in the city with below zero wind chills and officials are recommending staying indoors and if you have to go out dress in layers. The city has activated the Winter Weather Emergency Plan where senior centers will close after lunch, the Dept. of Homeless Services will double its outreach program, and high-risk clients will be visited by social services among the coordinated city actions.
