Marine Corps LtCol. Charles Winchester, outgoing commanding officer of the 9th Marine Corps District, and Col. Jeffrey Buffa, incoming commanding officer of the 9th Marine Corps District, conduct a change of command ceremony at Naval Station Great Lakes. After the ceremony LtCol. Winchester held a retirement ceremony where he was honorably discharged after serving 31 years in the Marine Corps.
